Recommendation: Approve Resolution No. 13-003 adopting CVAG's 2013/2014 Fiscal Year Annual Budget, Salary Schedule, and Allocated Positions.

2013 Nomination Committee Recommendation - Tom Kirk

Recommendation: General Assembly elect Mayor Don Adolph, City of La Quinta as the 2013/2014 CVAG Chair and Mayor Jan Harnik, City of Palm Desert, as the 2013/2014 Vice Chair.
RecommendationThat the CVAG General Assembly:
1)
Amend CVAG by-laws to add unincorporated areas of eastern Riverside County to be included within CVAG boundary as shown in the attached Map 1. The amended CVAG boundary will also be the boundary of the proposed Clean Energy community facilities district;  
2)
Adopt Resolution 13-004 a resolution of the General Assembly of the Coachella Valley Association of Governments establishing financing program policies for the community facilities districts for energy efficiency, water conservation, and renewable energy improvements; and;
3)
Adopt Resolution 13-005 of the General Assembly of the Coachella Valley Association of Governments declaring its intention to establish the CVAG Community Facilities District No. 2013-1 (Clean Energy) and to levy special taxes therein to finance or refinance the acquisition, installation, and improvement of energy efficiency, water conservation, and renewable energy improvements permanently affixed to or on real property and in buildings through a voluntary program for property owners; which resolution includes the setting of a special meeting of the CVAG Executive Committee for July 29, 2013, and the territory for the community facilities district, more particularly described and shown on Exhibit A.
